An Oneida Nation of the Thames band councillor who remains suspended while facing criminal charges is accused of defrauding a survivor of Canada’s day school system out of settlement money, according to court documents.

Middlesex OPP arrested Ursula Doxtator, 54, on Nov. 24, two months after launching an investigation into a fraud complaint, and charged her with fraud valued at more than $5,000 and trying to use a forged document.

Two days after the charges against Doxtator were made public, Oneida Chief Todd Cornelius released a letter saying a council member was charged in a criminal case unrelated to their official duties and had been suspended in accordance with council’s code of ethics and conduct.

Police didn’t release any details about the alleged fraud, except to say there was only one complainant and investigators don’t believe there are any others.

Court documents allege Doxtator used deceit, falsehood or other fraudulent means to defraud a female out of $150,000 by misleading them about the amount of an Indian Day Schools class-action settlement cheque sometime between June 30 and Sept. 26, 2023.

Doxtator is additionally accused of using a forged cheque at the Bank of Montreal on Commissioners Road on July 24, according to the documents. None of the allegations has been proven in court.
