Are they admitting that this is a largely racial minority problem? Isn't that ... racist?
Whatever the reason for a student's outburst, it makes the teacher's job in controlling the class and setting a tone of order and study a lot more difficult and makes the class time for other students a lot more onerous and unpleasant. It also doesn't put any impetus upon a student to behave as he or she is expected.
If any of these virtue-signalling talking-heads had ever spent time in a class where students were rude, disruptive or even violent, I doubt that they would suggest this farcical course of action (I can only imagine what the teachers' unions would think).
Not to mention that this is a nakedly political and ultimately fruitless attempt to address any racial inequalities.

Is that egalitarian enough?
Ontario will stop suspending children from junior kindergarten to Grade 3, a practice that has been shown to disproportionately impact Black students.
Removing suspensions for students from those grades will “empower all children to achieve their potential,” said Minister of Education Stephen Lecce in a statement.
“It is clear there is systemic discrimination built within the education system, whether it be streaming of racialized students, suspensions overwhelmingly targeting Black and Indigenous kids, or the lack of merit-based diversity within our education workforce,” said Lecce’s statement. “This government will move quickly and decisively to combat systemic racism so that every child – irrespective of colour of skin, heritage, faith or ability – can have a fighting chance at success.”
